Windows Installer

Hey guys. Im using Windows XP on a Compaq Presario. I called Microsoft about this problem...and they wanted to charge me $40 to fix it. I contacted Comapq and they wanted $40 as well.
What my problem is: I cant use Windows Installer to install anything. Unfortunately, everything i need to install uses Windows installer...Norton 2003, Updates for SmartFTP, ect...
Everytime I try and install a program, it says that windows installer is not working properly.
I looked in my registry in the LOCAL_KEY and the path for Windows Installer was correct. I copied all the C:\WINDOWS\System32\"msi" files from my upstairs comp to my downstairs comp. I even went to the Microcrap.com website and downloaded the MSIEXEC.exe program that they had for older systems(which did not work...it gave me a wrong OS error). There is no way to reinstall MSI on XP because it came on the OS when it is installed. If that isnt the dumbest thing ive ever heard...then i dont know what is.
Does anyone have a solution for reinstalling MSI on XP? (Reformatting is really not an option :-\)
