Does anyone know of a realease date for RPG Maker 2003?

This is meant to be in English and fully translated BTW.

If no, then is there any versions between 2000 and 2003 that are good?

yeah it is out. i have used it before but it was at a game developement club at school. we used it on the school computers, so i dont know where the student who ran the program got it. i know it is out though. in english.
