That's an accent. I can't remember if it's an accente agrafe or an accente ague [sic]. Robin should know, because that accent mark is used in written French.

You need to find out what the character mapping for that certain character is. If you don't have character map, just hold "ALT" and then quickly press a number comination and let go.

Example :
ALT + 81 = Q
ALT + 666 = ?
ALT + 0160 = blank char

Or you could just first press the ? or the ` character, let go and than press a vowel.
` + a = ?
?+ a = ?
` + e = ?
....

same as with ? or ^
? ? ? ? ? ? ? ? ? ?

It DOES work, you just have to wait for ages! Then when it's allmost loaded, open a new window (if you work with IE). The new window will open the board completely...
