You might want to ask the moderators to delete your post, or to move your thread to another sub-forum.

if somebody hacks your account, you can report the posts made by the hacker

Nobody has ever hacked the forums; and (as far as I know) nobody has ever had their account hijacked in other ways (e.g. someone's web browser being hacked, social engineering, etc).

Maybe you said or did something bad and want to report it?
Seriously, it's just the way phpBB is. And I'm assuming that the reason why that's the way it is is because it's simplifies the code and results in a more consistent appearance, as opposed to specifically removing the report button on your own posts which would require more work and potentially cause layout issues. Plus it has the added advantage of providing an easy way to contact the moderators about a specific post (although some forums disallow this in their rules and complain if you use it like that).
