This is going to sound stupid or something, but I was wondering how to output 2 sounds at the same time on the same speaker. Like a startup sound and an application attempting to output simultaniously. (Or just really close)
HELP!

Basically it's done by mixing the sound together. Common technique involve adding the amplitudes and clips to saturate cases, and optionally induce effects like echo, 3D, volume adjustment.
Nowadays, most modern sound device provide hardware-accelerated mixer with multiple input channels/codec, but if you need to mixing a lot of sound, or for extra mixing effects, you can do it manually.

Can you put this into the perspective of an IBM PC Speaker, because I don't understand completely what I need to do.
