I'm new in the world of "Operating Systems"
I'd like to learn about programming a Operating System.
What do you recommend me?

Erm... take your time, check out what you find on this page...
...then slap yourself for 1) posting in the wrong subforum, 2) missing all the usual hints like the sticky "FORUM RULES - REQUIRED READING" thread or the "The OSDev.org Wiki - Got a question? Search this first!" link above...
...then come back with a
real question.
