OS for DSP

Has anyone done sound processing in their OSes? I'd certainly program an OS for real time sound processing if I cuild, especially for electric guitars, alternate mixers and so on. As the modern software on modern PCs still have delayed feedback from the original sound, it might have motivate someone to program their ow. Extensions SSE1/2/3 will be essential i guess, or what tools or what knowledge is required for doing it?
