Ok my last post was locked,
i do not expect you guys to do my homework for me im not a scriptkiddie who wants my work done for me.
i have been using my freind google to search around, i have found some stuff like the API and the winsocket
but im not sure of how to implement them to be able to view the desktop.
if you guys have any help or resources on api or any VisualBasic vnc programs it would be greatly apreciated.

Your question is so vague it's not worth answering. Admittedly this is the "general programming" subforum but "how to make a VNC client in Visual Basic .NET"? That's pushing things a little.

The fact that you're asking about "how to view the desktop" makes me wonder what you're doing on an operating system development forum in the first place.
