This new OS's kernel will be completely contained in the boot sector, though extension's not vital2 the kernel will be contained in my StoopidFS thing

Spam can be a lot of things, Not just people postings random nonsense, but scripts running a few hundred exploit attempts or DoS attacks.
Some people actually "pay" for things... bandwidth maybe?..

That's not a justification of avoiding the very thing the web was designed for - hyperlinks.
Plus you should protect your servers well so that doesn't happen.
