I think we're (or I) am/being confused between kernel and system modules. The Windows NT KernelSpace is huge, but the kernel is small. In fact I just found out the kernel doesn't even provide the Application API, it's done by kernel32.dll and ntdll.dll (native).

It doesn't matter if it's in the actual kernel binary or kernel32.dll or whatever other core, non-replaceable location. It's still part of the Windows operating system.
