A team would be much more efficient and also has a higher survivability percentage. I'd suggest two small divisions, responsible for two seperate branches but can still mingle in the other groups affairs if need be. One group for editing the actual e-zine and one to manage the website/discussion areas. Maybe groups of 3 or 4 would suffice.

hosting can be either done from a team-members computer (self-hosted) or through a site such as x10hosting or frihost.

or as stated before, possible hosted here as a branch.

As far as choosing, that's a toughy =).
I honestly do not know of a good attack method for that.

There's also the matter of what license it is to be under. (FDL? GFDL?)
