Yes Win+R works to open the run box. You can also add the run command to the start menu in the start menu properties. You just don't really need run anymore because the search box works fine for most people. It kinda has run like qualities if the app you are trying to launch is in the path. I don't know about passing arguments or not though.

Maybe it's arrogant, we can argue if it is stupid or not, but it's damn truthful. I leave you to enjoy ranting about my post.

i got my new laptop erm... 4 months ago, with vista home premium on it.
I actually like it, slightly less than XP, but i think the looks are amazing, the search works very very well, i like the built in security features (though i'd never trust them w/o comercial AV), and lots of other smaller things in the OS
there are still grudges i have with it
fx: it hogs my ram, 1gb ddr2 and never below 60%.
limited hardware support, everything i have works, but my gfx card has a hard time with some games, works fine on linux live cd.
the cost... i would never buy an OS for that much.

To the OP, I think you've missed the point of this sort of marketing. It's to make people think that all these things were invented by MS and wouldn't be possible without Vista. It's not going to convince people like us, but then people like us don't pay attention to what their marketing department says anyway.
