Many points to anyone identifying the show and character featured in the left pic. Somewhat less for identifying the show which the second pic (and by fact of being a cropped version of the same image, my avatar) is from.
The left one is Higurashi no naku Koro ni, obviously... Don't know the one on the right though.

Here's mine. Visual Studio 2008, using a batch that runs all the GNU tools.

So here it is, my development environment (OS or otherwise). I apologize for the bluring, I'm currently using 3x 30" monitors running at 2560x1600px resolution, and since it just isn't sane uploading an image 7680x1600px in size (it isn't really sane to have a desktop that large either  ), I shrunk it in paint.net down to 1280x720px and then had to save it at 72% quality.

As you can see I am running Visual Studio 2010 as my OS is written mostly in C#, AMD SimNow, nasm in command prompt, my OS platform abstraction layer (the only non-C# code in my OS) is open in windows explorer, I am streaming music, running windows media player, and have several reference documents open. Much more is happening but it is all minimized (my optimization tools, overclocking utilities, serveral paused games, etc...). I am also running a batch job in paint.net for a completely non OS development related project. As you can also see (maybe), I currently have 17 unresolved errors with my graphics driver.

All this is happening on my marvelous AMD Phenom II 965 cpu overclocked to 6.1Ghz, ATI Radeon 5970 GPU overclocked, with 32GB of DDR3 1600.
