There's a button to insert a quote from another post. You can edit the bbcode after you insert the quote as needed. On the reply screen, you can highlight part of a post and click the quote button to quote only that part of the post.

If it's new enough to boot from USB, you can just... boot the installer from USB. Either use a USB DVD drive or copy the installer to a USB flash drive (there are various utilities, including one from Microsoft, that can do this for Windows 7). If it isn't new enough to boot from USB, it might not be new enough to run Windows 7 either...

Package managers predate Linux, and Linux has had package managers almost as long as it's existed, so you really need to catch up...
