My computer switches off during boot.....both the processesor light and hard disk light just go off after a few seconds, then no matter what i do it does not switches on, until i turn of the electricity supply (turn on - off the UPS) during these repeated steps i might get lucky, when the computer succesfully switches on.
My SMPS fan is also stuffed (stuck) does this have any connection with the problem??

might be the power box, have you tried a differnt one yet?
If one hint fails, go to another.
1.Buy new power box.
2.Flash BIOS with hardware flasher (in specialized shops)
3.Plug out of case any peripherals, that you need (motherboard,modem,hard disk,CDROM...) and get a new ATX case.
If you are sick of it already:
1.Punch the case with your fists (maybe that will work
)
Or else you can do it virutally

My guesses, roughly in order of likelyness:
- Your PSU fan being stuck causes the line that's feeding it to be at a too high load, making the PSU itself shut down to prevent it burning through.
- Your PowerGood line never comes high, due to some other cause.
- Your processor doesn't start executing instructions due to some fault in itself or in your mainboard
- Your memory is so faulty that the BIOS code can't run (unlikely)
- Your BIOS instructs the computer to shutdown quickly.
- Some other cause.

I agree. This problem has bad PSU written all over it.
If you're going to buy a new power supply then you'll probably find the best deals on Newegg.com. That's where I bought my newest one from. All of the large chains that I know of (Circuit City, CompUSA, Best Buy, etc.) charge insanely high prices for very poor power supplies. You may still want to buy locally though so you can easily return it if the PSU is not the source of the problem.
