movie maker 2 trouble

for some reason now, im movie maker 2, when i go to add in an effect or transition, the program just immediately exits. i cannot watch the effect or transition, or add it to the timeline. it never did this before. i cannot delete it from control panel, and when i go to delete the folder in program files it says its in use (and im not in the program). i opened the installer for it and it didnt fix it, do i think i need to delete it and then install it. i cant delete it though. is there any other way to fix this?
