A team would be much more efficient and also has a higher survivability percentage. I'd suggest two small divisions, responsible for two seperate branches but can still mingle in the other groups affairs if need be. One group for editing the actual e-zine and one to manage the website/discussion areas. Maybe groups of 3 or 4 would suffice.
