Dr. Dobb's is pretty popular (it's at my school, which is saying something ).
And if you want to make a magazine, go ahead. But don't expect many to pay money, because most of us would prefer to not pay a thing. If we won't pay money to facilitate working on our OS, why should we pay for a magazine relating to osdev?

A cool idea, but I think of a magazine as having the latest news in whatever the field the magazine covers (think Popular Science ). At least, I don't think you would be able to obtain enough content (new or old) for monthly releases. You could use a phrack-ish style - most people who do OSdev have access to the internet anyways
