Hello,
well yeah some TV ads out there are boring, senseless and very annoying. So I've looked a bit into the past, what kind of advertisements were aired here... Here are some from the famous slovak insurance company:
i dont think that any ad has ever made me buy anything, so i must asume that they have no effect. Sure i have been tempted "wow, thats cool must have, must have!" but in the end...
so... either im special or alot of money is wasted on ads.
Over here 'goeiemoggel' ('good morning' with typos) is one of the more successful ones - almost everybody knows, if not uses the word atm. I do wonder how many people know what it actually advertises. You'll need to know dutch to get the joke though.
The key point with ads is that you need to let the people know that you're around and have something to sell, and the idea is that you consider them first when you actually want to buy something. I really doubt that there are people who are totally unaffected by them.
Edit: and there's this one. Not a TV ad but worth mentioning (no knowledge of dutch required)

Although, ads have never really influenced me into buying something. I do however like the Calton draft ad. for people who haven't seen it, you can see it here

Subconsciously I'm pretty sure everyone gets affected by ads. For example when shopping for something I will pick a brand that I know, not some random one that I've never heard of before.
