Is there a way to connect to PCs over the internet as if by LAN using Win XP Home edition?

Try Hamachi :)
Note if you want to play games that are using much bandwith (for example CS, Americas Army, Warcraft etc), you will get big pings and lags. :)

What you want is called a Virtual Private Network. Knowing this term should better help you in finding what you need.

You could set up a VPN. Personally, I'd just IM my friends my IP and they'd type that into the game. You'd have a lot lower latency than a VPN.
