imho, the project still lacks a good information to make me consider joining ... "a name and a IRC channel, but no code and no framework " ...

I hate to say negative things like this, but your project seems too big to be real. Linux and windows binaries? As far as I know, the only OS to ever even get just windows binaries working great was OS/2, and even that wasnt perfect( In never used OS/2, just going on what I hear). If you want a good OS why not your own format? It seems too big to succeed. Plus windows technology moves very fast. Do you think anyone can keep up? Good luck though.
