Is Flat file format sufficient?

Well, I read about flat file format questions and answers. I, too trying for multi tasking/threaded kernel. Right now, scanning though docs and other stuff and using NASM for current developement.
My question is for what DJGPP developes is COFF format. When I get my kernel, to load this 32 bit COFF file, loaded won't that execute directly? If yes, then what is need of "flat format"?
Still am not working that end, so is this question, but will like to get my doubt cleared well in advance.
