If there's a transmission error indicated by a RESEND response, should i resend the last byte only or the complete command?

Only the last byte.

Most keyboard controllers will automatically do this for you.

And do i need to reactivate the keyboard with the F4 command before sending the last byte?

No. As far as the keyboard is concerned, it didn't receive the most recent byte, so you don't need to do anything besides resend the most recent byte.
