Not sure why someone would put the effort in writing a big text document that you can't navigate well or find stuff in, instead of contributing to a well-structured wiki that can be steadily improved by others.
I think that's caused thanks to it being a severely dated document. In particular, it seems to predate the MediaWiki installation on this website.
Some things never change though
