Compiling libgloss

Hello,
Having followed the Wiki tutorial about Porting Newlib, I would like to know how to configure and compile libgloss. Indeed, when I launch the configure script in the libgloss subdirectory, it generates the following error :
"configure: error: cannot find install-sh, install.sh, or shtool in ./../.. "."/./../.."
I think I did not make things well. Could you tell me what is wrong ?
