Questions about versatility possibilities

I'm basically wondering if I'm going to have to write my own core OS emulator thing to be able to easily boot from any OS (Unix, Whatever windows falls under, whatever the Mac/Apple OS's fall under) from within another OS (as in it just interupts/deallocates/demounts the one os and boots into the other, preferably really just a reload of the program rather than just a macro to shut down the system and reboot)? This is without partitions, that I want to do though. Is the latter statement even possible?
Does anybody know of a better (more versatile, better [more options/easier to use] networking) OS than NetBSD? From the above and the description of what's better you should be able to see my purpose, but don't judge by it, I follow the old code, destruction of any kind is a pointless loss.
