PS/2 keyboard plugged in runnig Windows server - Issue

Ok, Hello Everyone, do not beat me up severely :) please.
I searched the web, no answer.
Luckily found the Forum!
Searched forum - no answer.
I am not into hardware stuff very much but here is the trouble:
I have lab with some linux and windows03 and windows08 servers,
have PS/2 keyboard and USB one,
all machines are booted and running without keyboards or kvm,
Sometimes when I need an access to machine I just plug keyboard and monitor and all set,
All linux boxes are fine with any type of keyboard,
Any OS is fine with usb keyboard.
Moreover if windows box had PS/2 keyboard or kvm connected during boot time and later I swap to another PS/2 it is all good too.
The only case that I am tasked to solve::
When there was no PS/2 keyboard when booted up - it is not recognized by Windows when I plug it in running server.
I have found this solution for windows2000, but somehow it does not help in my case:

So, if there anything that I can do to make Windows server to "wake up" the PS/2 keyboard and "see" it and "feel" it.
do not want : to reboot, to use USB keyboard, to have PS/2 (or emulator) connected when boot. Also I understand that it was not designed to have hot plugging capabilities.

Apologies, but this is not the correct forum for such questions. This forum is for and about [hobby] OS development, not fixing problems with commercial (or large open-source) OS's.

I suggest you try Microsoft's extensive help network.
