That's something you should start from, reading the research papers, there's quite a lot of research going on in OS area, it's a pity not all OS developers at least skim through these papers.
Would it be a good idea to have a research paper forum?
Just make sure this site doesn't depend on papers that cost money to access. I think that would be one of the most detrimental things we could do.
I'd hate to leave someone out because they lack access to a credit card (I didn't have one until I was 21). Or you know, just plain can't afford it (I've gone without books I've wanted to read before).
After-thought: I suppose an even worse thing is when a paper/book is hyped, you shell out $100-$200 to get it, and discover that it is terrible! I've had that happen before. That's why I'd be very cautious recommending papers.

Citeseer is partially what I had in mind when I said this. There are some topics that have papers, but those papers rely on papers you need to pay for. I once read one that had "So-and-so's method" as opposed to "What's-his-name's method" without defining how EITHER method worked! They only referenced the other papers.
Of course, the paper had merit that I appreciated, once I read the background info.
So I suppose I'll modify my statement a little:
"Just make sure this site doesn't directly or indirectly depend on papers that cost money to access."

Seconded. If there is a forum for such things, the forum will get used for the same research papers over and over again. Linking to them at the bottom of a Wiki page is much more permanent. If you want to discuss a research paper, write another one about it.

If we want a new forum, it should pretty much be guaranteed to have continuous postings for it not to die. And only talking about Singularity isn't enough to keep a dedicated forum alive.

If we were to have a new forum of any topic I think it would have to be the "locked topic" forum full of topics like those of cotton and friends, all locked. Use the forum as a "what not to do when making new topics" link.
