I recently tried to post something directly after posting something else, and I got the message mensioned in the title, though the post was still posted...
I haven't seen this before, is there a 'cool down' time between posts?

Yes, you can sometimes see it if you edit your post within a few seconds after initially posting it.

The delay is really short, sort of annoying, but not worth mentioning.
