Has anyone an ideea about how to compare OS-es? What could mean an OS Quality Mesurement?

Nobody answers to me?

I don't there there is an exact definition of a high quality OS. Different people like different things. Some people like high speed and efficiency without any extras(basic Linux) others like lots of bells and wistles, with lots of extras(windows) So no, there is no way to measure the exact quality of an OS. If it does what you want it to do, and does it well, it's a good OS, if not, then it's not.

If it's as easy as XP as powerfull for development as Linux and as fast as BeOS...that'd be wonderful...

So far...my OS boots in 1 second...but that's what you'd expect for a 15k kernel!

So Linux ( Mandrake ) 9.0 is closest to perfect for me...but then again...I do like Windows .NET Server...

Honestly, I don't find XP that easy. I find it overly bloated and a waste of memory, diskspace, and time. But that's me. Besides, I'm basically against Microsoft in general.

Well...it ran better than Linux for me...they must have made XP on the same computer i'm using:O

It's mainly do to the fact that more companies are willing to make drivers for Windows OSs than Linux and others. Most drivers have to be made by 3rd parties with Linux and others.
