Just for my own clarification, what is the difference between these two? Stubs, as I see it, implies that the page is a work in progress. Can we eliminate one of these categories?

Work In Progress: A page being worked on at the moment, will probably change quickly, and might not be complete; that is, between stages.

Stub: A page that is at least somewhat complete at the moment, but could, or does, need more information.
