Good 16-bit C compiler that runs on Win32?

Does anyone know of a decent 16-bit C compiler that can run on Windows? It looks like Open Watcom is the winner so far.

open watcom is currently th only maintained 16bit compiler.

you can still get th old borland turbo c but that is old legacy.
