floppy disk image tools?

Hi i wan't to create my os
or at least try.
but i don't have a floppy drive to test and i wan't to use bochs or vmware as a x86 emulator.
so i'm looking for a tool that can create floppy images from files on my system and that supports inserting a bootsecter in that image.
i would like it if it where in command line. this way i can use it in my makefile
if you know of any such tool plz let me know.
i'm developing on a windows machine
