i have no knowledge of a free 16 bits pascal compiler ... There was "Turbo Pascal" from Borland in ancient time. Maybe you can google for it and hit one of those "abandonware" repository ...

http://www.freepascal.org/fpc.html -32bit, but should be able to produce 16-bit...
http://community.borland.com/museum/ - the earlier versions of Turbo Pascal are available at their museum
http://www.thefreecountry.com/compilers/pascal.shtml - a list with free pascal compilers

hope this helps.

i think borland turbo pascal is now free to download, check in www.inprise.com, or with a p2p program, if u find turbo pascal version 7 u can download it, it's legal.
