Gain/effort factor is surely important, but there's one very simple reason why creating wikis or communities on computer science in languages other than English is not only not necessary/high maintenance work, but is actively harmful - the vast majority of technical documentation that exists in the world and is relevant is in English. By translating some tutorials, you make it seem like there's no language barrier, but that's not true - sooner or later (and probably sooner), everyone writing anything serious will have to look directly into specs. That means being able to read and understand technical English. And by then the illusion of not having to know English sufficiently well to understand wiki.osdev.org articles will just be an outright lie.
And as for people not doing anything serious... the comment would be "don't bother".
