These people do.

You could also take the open source OpenSPARC T1 (quad core, simultaneous multi-threading) and make any modifications you felt like.

Not exactly what I meant...'designing' a core in vhdl (which is what a lot of those people are doing), and producing a legacy-free processor/system that can be mass marketed are two different things.

I think if you look into chip8, it maybe a good starting point for your project.

I'd interested in projects similar to chip8, running your code on an imaginary system designed for games, like in the Quake Virtual Machine.
