hey, its been a while since iv posted. dont know if thats a good or bad thing...
my question is, ware would i find some info on how get a cirtin address that will point to my tv card, and also some info as to how i should write a driver for it.

You might want to check out the bttv project at http://linux.bytesex.org/v4l2/bttv.html. It's for linux, but has some documentation about hauppage tv cards, contains a few good links with even more resources and most inportantly, has source to spit through.
