Hi my name is Tom, I'm new to 'Programming your own---" things. I'm currently working on an operating system that I have dubbed BLUE. Well, to make a long storie short, I need a quick and simple way to make this system. Ya know, use these files from windows XP so that you don't have to overload yourself typr thing. A nice walkthrough for this or a small quick explanation of how to create one using Dev-C++ would be nice. (oh, and maybe a usage dictionary for the C++ =P)

Sorry but there is no "quick and simple" way, the simplicity depends on what you want it to do, if you're making something that offers all the functionality of DOS (As well as the lack of security features) then that can take several months at least since you also need to learn the language you're working with.

I can't help you with Dev-C++, I use Crimson Editor (all the functionality of notepad with syntax coloring).
