Creating Embedded System OS, for palm computers and terminal

Does anyone has experience and/or knowledge about creating an OS for embedded systems, like for palm computers and terminals?

Which program language is most suitable for creating an OS for a palm computer?

Which program language is most suitable for creating a simple OS for terminals?

Can you give me anymore tips or hints?

C & Assembly would be the best language's to program in.
As palm is moving to arm chip, you should study programming for that chip, and you will need a emulater to help you dev it like this: http://www.palmos.com/dev/tools/emulator/
