No, that's the byte that tells the BIOS what to do when you reboot. To shutdown (power off) the computer, look up the int 15h functions.

but just tested in win98.
Im not so sure but, the byte you mentioned is just a indicator of how system is shutted down lastly and I think the OS updates it. For ins. at startup OS checks this byte and starts scandisk if computer not properly shutted down lastly.
