Is there a way to tell Grub to install on a floppy disk and not in the MBR?

Yes, but the exact syntax escapes me right now.
It's something like:

- Put the grub dir on the floppy with the stage modules.
- boot the grub boot floppy from the archive
- put your new floppy in
- at the grub console type 'setup (fd0)' or somesuch

[it's all in the grub manual in the archive if you need more exact details]
