Clang and GCC are perfectly fine compilers that are being used to develop OSes. However, they don't output 16-bit code unless you specifically hack them to do so.
Why exactly do you want a compiler that outputs 16-bit code? What is the purpose? This gives vibes of the XY problem. You don't need to write code that runs on 16-bit x86 to write an OS. That period is long gone.
