No, I think the problem is that the Markov chain runs in 16-bit real mode under MS-DOS. There's also a "portable" version that can run under Windows 9x.

That's OK, it is clear that ~ doesn't either. He has no idea what he's talking about, and is a crank comparable to TempleOS, Gavino_Learning, Busco Quadnary, or SpectateSwamp. Like Swampy and Busco in particular, he's got a particular (wrong) idea in his head about How Things Work, and won't listen to any information contrary to his delusion.

I just wish archive.org would disable the Markov chain's account, though. It disappoints me to see such a valuable resource being abused so badly.
When you start writing an OS you do the minimum possible to get the x86 processor in a usable state, then you try to get as far away from it as possible.
