first person shooters

does anyone know a program that allows you to make your own first person shooter games? (like doom or quake, wolfenstein) Preferabaly a program that is easy to use and make games with.

Serious Sam is easy to make mods for (Croteam included the map editing and modelling software that they used to make the game)
