some questions about grub

hey guys!
i have some questions about grub
i'm using it, but it doesn't load my OS!
boath grub legacy and grub 1.98 don't load my OS!
i have some questions:
1. does grub-mkrescue requires xorriso in cygwin?
do i have to install xorriso in order to build my OS ISO image bootable?
2. can i use mkisofs to create a disk image?
i'm using it, but it doesn't boot my iso in bochs
3. how can i use grub-mkrescue to build a cd image?
does it require grub boot files (boot.img, cdboot.img and core.img) and modules in the /boot/grub directory or it copy's it automaticly?
i've build a disk image, but bochs can't boot from it
it says no bootable device
i don't have installed xorriso
if you have it for cygwin, please give it to me!
