i am lerning ok i have multible tabs learning hellow world kernal but i want to do that and add halts to drive keyboard. yes that souned stupic but until i havce runtime lybraries i cant make a driver for it and i will make gui one day.

First up, there's this thing called a brain that 90% of humans have. I highly suggest you use it when you write your posts and actually think about what you're saying. Would you say it to that person if you were with them face-to-face? I get breathless just reading your posts, just slow down and think about what you're doing.
As for your questions, you are showing absolutely no interest in doing something for yourself. We have here a Wiki with a barebones tutorial designed to get you to a "Hello World" kernel using GRUB as your bootloader. Once you've got that working you can then add your own stuff. The Intel Manuals which Troy Martin linked to are an absolute must.
Finally, writing an operating system takes a long time. You mightn't have anything worth looking at after months and months of hard work. Many of us have been trying to fix a single bug for as long as a month at times. It's a lot of work and it takes a long time, but the end result is totally worth it. If you're only in it for the short-term, then you need to find another project.

ok calm down seriosly. if i run into a bug that invols some libs then i will make another one for the problem to be fixed. please you are not going to give me respect polease dont post back ok? anyways i am trying out other peoples operating systems starting now i need isos only. so let me test. i can cause the most problems to show easly.

ok i have my idea for base base video controlls mouse and keyboard. add support to hdd. then add cdrom support. also i thoguth this site was going to be extra helpful. i alrealy feel like closing my acount here.
