SmallNavBox Template Needs Cleanup/Repair

SmallNavBox Template Needs Cleanup/Repair

I've been working on the wiki a bit recently and I noticed the filesystem template uses the SmallNavBox template that seems to be not quite functional. Could someone who is proficient at wikitext look at it and do a repair (and maybe determine if those HTML comments are really needed)

I've done a hack edit to the template but it may need some work.
The problem was an equals sign causing the Template:If to not be parsed correctly
